Adult Resources & Administration

Why do we exist?

Ensuring that all leaders and helpers (Service Resources) have an enjoyable and satisfying Jamboree experience and delivering fantastic Scouting opportunities for our young people is at the core of the Adult Resources & Administration Directorate.

To achieve this we need to adopt some guiding principles

  1. all participants must feel safe and secure.
  2. all participants are there to enjoy themselves - our focus will be on "how to make it happen" rather on "how to stop it being done".
  3. unreasonable behavior will not be tolerated, but understanding will prevail.
  4. efficient and effective Administration is a must.

Above all else the first principle is the most important.

What do we do?

The Adult Resources & Administration has the following responsibilities:

  • allocate Service Leader roles and provide ongoing support,
  • manage the welfare of members, in particular support for our Adults and monitor child protection for our youth,
  • provide security for the Jamboree through the NSW Police and Jamboree Rangers,
  • ensure there is adequate Emergency Services support (i.e. Fire and Ambulance Services),
  • Appropriate evacuation and disaster recovery plans are in place,
  • all administration functions required of the Jamboree Organising Committee (JOC) including the provision of computer support, postal services, telephony support.

Who is responsible?

To make this happen, the following Team has been put in place:

  • Director Adult Resources and Administration - Elston Hynd
    A Financial Services Executive with a professional background in Operational Management, Human Resources and Project Management. Currently, Deputy Chief Commissioner - NSW and a long serving member of the National Training Team.
  • Deputy Director - Administration - Sharon Douglass
    A Computing Studies High School Teacher with an Information Technology background. Currently, Regional Commissioner Special Duties - Sydney North Region (NSW) and a member of Cumberland Gang Show Scout Fellowship.
  • Deputy Director - Members Support - Dr. Warwick Bateman OAM
    An experienced Behavioural Sciences professional with a special interest in Adolescent behaviour and development. Currently, Assistant Chief Commissioner NSW responsible for Child Protection and Behavioural with 50+ years as a Leader including long service on the National Training Team.
  • Deputy Director - Service Leaders - Ian Russell
    A workplace trainer with a background in credit, customer service and cricket book publishing. Currently, State Commissioner (Adults in Scouting) - NSW and a long serving member of the National Training Team.
  • Deputy Director - Security & Emergency Services - Mick Woodgate
    A New South Wales Police Officer with a background in Emergency Management and youth related issues. Currently, Project Commissioner (NSW) with 10 years experience in the Scout section.

Each of these people are supported by extended team that total approximately 16 people.

Where are we up to?

At this stage (July 2008) planning has been completed and we now have a schedule / timetable of everything that needs to be done. The Team has confirmed:

  • high level numbers of Service Resources required. A Service Resource is Service Leaders, Junior Service Leaders (i.e. Venturer Scouts, Youth Helpers, and Senior Guides) Day Workers, etc. Also agreed, is the criteria for each broad role, especially Day Workers and an estimate of likely cost. These details will be provided shortly.
  • the Application process and the form (at a JOC level) has been finalised and sent to Contingents for their additions.
  • the Computer system and supporting Events Management System and Identification system / process is being finalised.
  • the broad outline of the Emergency Management Plans and have liaison officers with each of the key service providers (NSW Police, Rural Fire Service, NSW Ambulance Service).

What's coming up?

The two critical areas at the moment are finalising some of our administrative procedures and begin the process of identifying people interested in being Jamboree Rangers. We need about 60 Rangers to provide security support both onsite and offsite during the Jamboree.
